Program Integrity Alliance Announces Distinguished Advisory Group
WASHINGTON, D.C. — The Program Integrity Alliance (PIA) announced today the formation of its Oversight Advisory Group. This cohort of seasoned government and industry leaders will work to reimagine oversight for the modern age and close the gap between recommendations and impact. This group brings PIA deep expertise from the U.S. Government Accountability Office (GAO), federal Inspectors General (IG), executive branch agencies, and industry. Berri Davis
Director, Sikich | Former Managing Director of Financial Management and Assurance, GAO
Beryl H. “Berri” Davis is a Director at Sikich, where she helps clients navigate complex government auditing and financial management issues. Prior to joining Sikich, Berri served as the Managing Director of Financial Management and Assurance at GAO where she led reports on issues including improper payments, identifying billions for the government to recover. Berri also served as Vice President of Standards and Guidance at the Institute of Internal Auditors, where she developed the International Professional Practices Framework for internal auditing. Berri is a Certified Public Accountant, a Certified Internal Auditor, and a Certified Government Financial Manager. Her work has been covered by multiple major news outlets.
Stephen Lord
Former Managing Director, Forensic Audits and Investigative Services, GAO
Stephen (Steve) Lord is a retired senior executive with more than thirty years in federal oversight, specializing in performance auditing and fraud prevention, detection, and response. As Managing Director of GAO’s Forensic Audits and Investigative Services team, he led fraud audits and investigations across agencies, including the development of GAO’s landmark Fraud Risk Framework and testified over 25 times before Congress. After retiring, Steve served with GAO’s Center for Audit Excellence, where he worked to strengthen the audit capacity of international oversight institutions. His work has been covered by multiple news outlets, and he is a recipient of GAO’s Distinguished Service Award for Outstanding Support to Congress.
Chris Mihm
Adjunct Professor, Maxwell School of Citizenship and Public Affairs at Syracuse University | Former Managing Director for Strategic Issues, GAO
Chris Mihm is an Adjunct Professor at the Maxwell School of Citizenship and Public Affairs at Syracuse University, where he teaches graduate courses on Public Administration and Democracy and on Performance Management. He is the former Managing Director for Strategic Issues at GAO where he led work on governance, strategy, and performance issues. Chris also serves various Fellow and Chair positions, including at the IBM Center for the Business of Government, the National Academy of Public Administration, and the Governance, Audit and Compliance Committee of the Fédération Internationale de Football Association.
Kshemendra Paul
Former Assistant IG at U.S. Department of Energy; Chief Architect, Office of Management and Budget; and Chief Data Officer at U.S. Department of Veterans Affairs
Kshemendra Paul is a former government data and information leader with a proven track record of using data, enterprise architecture, and open government to improve public administration. Kshemendra served across five federal agencies and the White House in roles including Chief Data Officer, Chief Enterprise Architect, Assistant IG for Cyber Assessments and Data Analytics, and Governmentwide Lead for Information Sharing. Throughout his tenure, his focus on data analytics and integration saved the government billions. Kshemendra is the recipient of numerous awards and provides strategic insight for government CIOs in various capacities.
George Scott
Founder, Alexios LLC | Former Acting Inspector General, NASA; Managing Director of Homeland Security and Justice, GAO; and Interim Executive Director, Pandemic Response Accountability Committee (PRAC)
George A. Scott is the founder of Alexios LLC where he supports clients with fraud risk management strategies and oversight issues. George has deep experience in oversight, program integrity, and fraud risk management, spanning over thirty-five years. He served as the Acting IG at the National Aeronautics and Space Administration and during his 30 years at GAO, George led the Homeland Security and Justice team and oversaw performance audits on education, labor, and pension programs. He has testified numerous times before Congress, been featured on 60 Minutes, and presented at conferences and training events.
Robert Shea
CEO, GovNavigators | Former National Managing Principal, Public Policy, Grant Thornton; and Associate Director, OMB
Robert Shea is Chief Executive Officer of GovNavigators. Before launching GovNavigators, Robert was National Managing Principal for Public Policy at Grant Thornton. Robert has over 25 years of experience working to improve government performance. He served on the Commission for Evidence-based Policymaking, as Associate Director for the U.S. Office of Management and Budget, as Senior Management Counsel for the Senate Committee on Governmental Affairs and held multiple staff roles in Congress. Robert currently serves as a faculty Member of the University of Pennsylvania’s Penn Biden Center.
Steve Begg
Senior Manager, Forensics Insurance & Federal Claims Services, Ernst & Young LLP | Former Acting IG, U.S. Department of Housing and Urban Development (HUD)
Steve Begg is a Senior Manager at Ernst & Young, where he helps clients navigate complex federal programs and high-stakes oversight inquiries. As the former Acting IG and Deputy IG for HUD, Steve led the agency’s execution of fraud and misconduct investigations, performance and financial audits, and program integrity reviews. He has testified before Congress on antifraud and program integrity strategies for HUD grantees and grants management.
